It is based upon three key assumptions: 1) distance education is a useful tool for building and maintaining quality programs, 2)distance education is not appropriate for all students and programs in the University, and 3) successful distance education requires considerable planning and support. This report is the result of an examination of the experiences and policies of other Universities, pilot WSU programs, and divergent opinions on distance education.
